Responsibilities

 

• Advise and support Offshore Service management, site managers, and supervisors in fulfilling their HSE accountabilities and implementing the Vestas HSE Management System, site HSE plans, customer requirements, and applicable legal obligations.

• Integrate HSE requirements into annual, weekly, and daily service planning, including maintenance campaigns, marine logistics, weather constraints, work sequencing, technician competence, tools, spares, and contractor interfaces.

• Review and assess risk assessments, method statements, work instructions, job safety analyses, permit-to-work arrangements, electrical safety and LOTO plans, lift plans, and rescue plans for planned and corrective maintenance, fault-finding, inspections, retrofits, and major-component work.

• Conduct inspections, safety walks, audits, and critical-control verifications, service vessels, and warehouse, with focus on marine transfer, work at height, lifting, dropped objects, electrical and hydraulic energy, and manual handling.

• Coach technicians, supervisors, and contractors through inductions, toolbox talks, pre-task briefings, risk assessments, and field engagement; reinforce Stop Work authority, Human and Organizational Performance principles, and a Just & Fair safety culture.

• Participate in daily coordination, simultaneous operations (SIMOPS), weather and marine-planning, and permit meetings; ensure effective HSE interfaces among the customer, Service teams, vessel crews, marine coordinators, and specialist contractors.

• Monitor HSE observations, near misses, non-conformities, exposure data, and action plans; identify recurring service risks, agree effective controls, and verify timely and sustainable close-out.

• Support or facilitate incident and high-potential near-miss investigations, ensure robust root-cause analysis and learning, and track corrective and preventive actions to completion across the Service organization.

• Maintain emergency preparedness by coordinating drills and exercises and validating turbine rescue, fire, person-overboard, medical-evacuation, and spill response interfaces with SOVs, CTVs, ports, customers, and emergency-service providers.

• Monitor occupational health, welfare, travel and rotation-related fatigue, and environmental controls, including hazardous substances, oils and batteries, spill prevention, waste handling, and marine-pollution prevention.

• Support service-site mobilization and contractor onboarding by verifying HSE readiness, training, medical fitness, competence, equipment certification, and emergency arrangements before routine work or campaigns begin.

• Communicate HSE focus topics, alerts, lessons learned, and performance trends, and collaborate with Service Operations, marine coordination, technical support, HV, logistics, quality, customers, and regional and global HSE teams to support continuous improvement.

 

Qualifications

 

Required

• 3-5 years of HSE experience.

• A recognized HSE qualification, such as the NEBOSH General Certificate or an equivalent credential; a NEBOSH Diploma or comparable higher-level qualification.

• A minimum of three years of HSE experience in offshore wind service or operations and maintenance, electrical or mechanical maintenance, marine operations, or a comparable high-hazard environment.

• Practical knowledge of planned and corrective maintenance, fault-finding, wind turbine access and egress, marine transfer, permit to work, HV/LV electrical safety, LOTO, work at height, lifting and hoisting, contractor management, emergency response, and incident investigation.

• Working knowledge of applicable HSE, labour, environmental, and maritime legislation and standards in relevant Taiwan jurisdictions, with the ability to translate requirements into practical Service controls.

• Proficient written and spoken English. Proficiency in additional Taiwan languages is required for specific assignments.

• Proficiency in Microsoft Office applications and digital HSE reporting, audit-management, and incident-management systems.

• Ability to produce clear, accurate, decision-ready reports and communicate effectively with technicians, site leadership, customers, contractors, and senior stakeholders.

• Direct offshore wind operations and maintenance experience on an operational wind farm, including work with SOVs and CTVs and exposure to maintenance campaigns or major-component activities.

• Valid GWO Basic Safety Training and offshore medical certification, or the ability to obtain and maintain them before mobilization.

• Familiarity with Wind Turbine Safety Rules, HV safety rules, authorized-person systems, and isolation governance.

ISO 45001 and ISO 14001 auditor training and formal incident-investigation or root-cause-analysis training; TapRooT experience.

• Class B Occupational Safety and Health Management Technician (乙級職業安全衛生管理技術士) is required.
