Manager, Project Development

The Department: Steelhead Americas - Vestas development arm for North America, is now looking for a Project Development Manager to join our team. Steelhead works with partners and its own pipeline of projects to expand Vestas US business in the renewable energy space, primarily in wind with growth in solar and storage.

 

The Project Development Manager shall be responsible and accountable for the execution of all activities associated with project development. This includes management of greenfield, acquisition, and co-development assets.

 

Responsibilities:

Development and Project Management:

  • Handle the acquisition of lease, easement, and other land agreements via a land agent or direct landowner contact
  • Establish and coordinate relationships with stakeholders, including elected officials, regulators, utilities, landowners and community leaders, to support project development
  • Participate in policy outreach efforts to government officials regarding wind industry issues
  • Monitor Generation Interconnection studies performed by transmission providers and third parties
  • Manager the environmental study and permitting process
  • Handle contracting, progress, and deliverables of third-party consultants.
  • Support the financial analysis and modeling of the project
  • Coordinate project-level expenditures and invoice processing
  • Develop project budgets and schedule highlighting key milestones
  • Work closely and negotiate with commercial counterparties, government entities, and other stakeholders on projects/transactions
  • Negotiate and establish local agreements that address tax abatement, road use, and decommissioning

 

Role in Joint Venture with Developer:

· Oversight to a co-development joint venture with an experienced North American developer

· Act as the conduit to the Vestas organization for all development activity in the joint venture

 

Management, Communication, and Reporting:

• Present development plans on a regular basis and prepares co-development leadership for upcoming major decisions and mitigations

• Inform and collaborate with the co-development steering committee on a regular basis

• Liaise with all internal stakeholders as required to gain sign off and approval at appropriate milestones

• Coordinate external consultants, including a budget, deliverables, and quality control; evaluate proposals from consultants and make recommendations on scopes of work and final selection

• Maintain professional working relationships and communication with in-house business development, engineering, wind resource, construction, sales, service, legal and finance

• Collaborate with the engineering team and external consultants to evaluate site layouts and constraints, technology options, schedule implication, interconnection applications, and studies

• Update tracking tools for permitting, real estate, and interconnection in order to summarize and communicate status, schedule, and associated risk of permitting, real estate, and interconnection deliverables

• Regular updates to the co-development reporting process

 

Support

• Prospect of investment opportunities to co-development team

Provide valuable support to the diligence process for acquisition opportunities, including evaluating developer capabilities and project level risks

 

Qualifications:

· Bachelor's degree in Engineering, Business, Sales, or Marketing. MBA or graduate degree preference

· 2 - 4 years of work experience in project development, real estate, permitting, regulatory policy, or project finance in the U.S. energy/power sector. Wind energy development preference.

 

Competencies:

• Has experience in and understanding of the North American power sector, including legal/regulatory aspects, market environment, landscape, stakeholders, counterparties, and other areas that impact growth initiatives.

• Has knowledge and capabilities in all the aspects of project development, including power sales, commercial markets, pre-construction, permitting, transmission, project financing, contracts, land acquisition, and financial analysis.

• Working knowledge of development, project finance, permitting, and interconnection processes

• Experience in project greenfield evaluation and feasibility analysis.

• Understands financial models, risks, rewards, and what promotes value for portfolio projects, greenfield, and acquisition opportunities.

• Has participated in the development, negotiation, and execution of project agreements.

• Handle projects through financial close.

• Demonstrated ability to build relationships and interface effectively with cross-functional employee groups and external stakeholders.

• Can be an effective spokesperson and public representative for Steelhead and Vestas Americas.

• Comfortable multi-tasking and prioritizing competing demands in a ever-growing work environment.

• Tenacious and creative problem-solver who is excited to assess, solve, communicate and implement strategic solutions to complex, multifaceted issues.

• Has high attention to detail.

• Experience in project structuring including tax and accounting requirements.

• Capable of making sound strategic and operational decisions through analyzing data, focusing on customers and commercial awareness.

• Ability and willingness to travel and work overtime as needed.

• Impact- Solid negotiating and problem-solving skills with emphasis on attention to detail. Supervisory authority or budgetary accountability.

• Communication- Professional English communications skills (verbal, active listening, written, meeting - with team, stakeholders, all levels, etc.).

• Innovation- Analysis, evaluation resulting in new processes/techniques or knowledge development.

 

Additional Information: This position is in Portland, OR or Remote. Expected travel is 25%-50%.
