Prevailing Wage Specialist
This role involves coordinating with customer project execution entities within the business to ensure compliance with prevailing wage laws in areas where Vestas operates. Additionally, the specialist conducts periodic reviews of prevailing wage work data and archives it for future audits. Some travel to active construction sites is required for program orientations and to support site teams with data reviews.
Responsibilities:
- Compliance Oversight - Ensure adherence to prevailing wage regulations and standards on projects, support with audits to guarantee compliance at both state and federal levels.
- Policy Development - Communicate established prevailing wage policies and procedures to project teams, subcontractors, and stakeholders, ensuring a comprehensive understanding of requirements.
- Training and Education - Conduct training sessions for project personnel to enhance awareness and understanding of prevailing wage laws, facilitating diligent compliance throughout project lifecycles.
- Documentation Management - Support projects with the accurate and timely completion of prevailing wage documentation, wage rate determinations, and related records, ensuring completeness and accuracy.
- Audit Preparedness - Work with projects to implement developed system for maintaining meticulous records to ensure readiness for external audits, conduct quality reviews and archive documentation for future access by auditing entities.
- Risk Assessment - Identify potential risks related to prevailing wage compliance and implement strategies to mitigate those risks, keeping abreast of legislative changes and industry best practices.
- Collaboration - Collaborate with the PWA manager, site managers, project managers, human resources, legal, and finance teams to seamlessly integrate prevailing wage compliance into project planning and implementation.
- Dispute Resolution - Notify PWA manager if any prevailing wage-related disputes arise, maintain open channels of communication with team and relevant stakeholders to facilitate resolution of any disputes.
- Process Development - Evaluate prevailing wage implementation processes and recommend improvements to enhance efficiency, accuracy, and overall effectiveness of compliance efforts.
- Communication - Serve as project teams' primary point of contact for prevailing wage data tracking and archiving process, maintain communication with PWA manager regarding project team's adherence to the established PWA program.
Qualifications:
- Bachelor's degree in a relevant field (e.g., Business Administration, Human Resources, Legal Studies).
- Proficiency in working within teams, high degree of readiness to handle diverse tasks & flexibility, keen on learning new skills & knowledge, solid work ethic, trustworthiness & accountability to team/company, personal desire/value to produce quality work, and ability to perform with little supervision.
- Experience in the construction of wind projects.
- Knowledgeable in contract review and familiarity with legal technical language.
- Comprehensive analytical and problem-solving skills.
- Proficient written and verbal communication skills.
- Interpersonal and active listening skills to promote effective team collaboration.
- Familiarity with Sales Force and SAP time recording software.
- Proficient with Procore Project Management Software
- Ability to read and comprehend detailed instructions, correspondence, and technical documents.
- Ability to effectively present information in one-on-one and small group situations to other employees of the organization.
Competencies:
- Proficiency in Microsoft Office Suite computer skills (Windows, Word, Excel, Power Point, Outlook).
- Experience creating spreadsheets and maintaining data in Excel.
- Remain abreast of applicable labor and employment law including prevailing wage, and any other applicable state and federal law.
- Familiarity with preparing and reviewing Certified Payroll submissions.
- Willing to work in a collaborative team environment with emphasis on project support.
- Detail-oriented with a focus on documentation accuracy and reporting.
- Effective organizational and time management skills are essential.
- Ability to manage own tasks with minimal direction.
- Able to complete responsibilities in a timely, professional, and quality manner.
- Flexibility with daily tasks and changing priorities.
