HSE Construction Manager  

Provide leadership and governance for the Health, Safety & Environment (HSE) function, promoting a no‑harm culture, regulatory compliance, risk reduction, and operational excellence across Projects & Construction (CPX). The Manager, HSE Projects & Construction, supports the multi‑year HSE strategy, builds organizational capability, and partners with key stakeholders to deliver measurable results. This role is part of the North America HSE team and a member of the AME HSE leadership team, overseeing HSE programs and processes for a regional business unit that executes construction of more than 30 customer sites annually across the U.S. and Canada.  

 

Responsibilities  

  • Oversee the multi‑year HSE strategy, roadmap, and annual operating plan aligned to business objectives and enterprise risk management (ERM).  

  • Support and assist the HSE management system (policies, standards, procedures) and chair/co‑chair HSE governance forums (e.g., HSE Steering Committee).  

  • Serve as principal HSE advisor to senior leadership and managers on emerging risks, regulatory trends, and industry best practices.  

  • Ensure compliance with applicable HSE regulations across jurisdictions (federal, state/provincial, local) and relevant international standards (e.g., ISO 45001, ISO 14001).  

  • Implement/oversee risk assessment processes (JHAs, critical risk controls, MOC) with emphasis on serious injury & fatality prevention and life‑saving rules.  

  • Oversee internal/external audit & assurance programs; ensure timely, effective CAPA and high-quality management reviews.  

  • Manage the HSE incident management process: escalation/incident command protocols, investigation quality (root cause analysis), operational learning, and knowledge sharing.  

  • Implement standard work and continuous improvement (Lean/Kaizen) to reduce risk and waste across construction sites, operating assets, warehouses, offices, and field service.  

  • Champion contractor/vendor HSE management (pre‑qualification, onboarding, performance reviews) to align with company standards.  

  • Sponsor digital HSE solutions and analytics to improve visibility, decision quality, and field usability.  

  • Model a Just Culture and Human & Organizational Performance (HOP) principles; promote psychological safety and learning behaviors.  

  • Advance diversity, equity, inclusion, and belonging within the HSE team and in partnership with senior leaders.  

  • Engage customer HSE leaders and key regulators; represent the company in industry forums and community settings as needed.  

  • Oversee third‑party HSE services/technology contracts; monitor values, levels, and compliance.  

  • Coordinate with Security/Facilities for emergency response, severe weather, wildfire/smoke, heat, and environmental releases.  

  • Collaborate with all the functions of the business to resolve safety concerns.  

  • Work with HSE contractors to recruit, interview, and on-board new HSE contractors. 

  • Forecasting and trend analysis to ensure all projects receive the necessary HSE support throughout the year.  

  • Maintain and support POs, time entry, and invoices being paid to vendors  

  • Manage all HSE contractors and guide them to follow Vestas’s requirements and ensure they are providing quality support to CPX projects  

  • Support and collaborate with HSE contractors to ensure all parties are aligned.  

 

Requirements:  

  • Bachelor's and/or associate's degree with a minimum of five to eight years’ work experience in General Industry, Industrial, or Construction environmental, health, and safety preferred.  

  • Certification (CSP/ASP/CRSP/GSP) is preferred.  

  • Experience in applying international HSE standards (ISO 14001, ISO 9001 and ISO 45001) across business units and geographies.  

  • Experience with cranes, lifting and rigging, safety management systems, control of hazardous energy, confined space requirements, work at heights and soft tissue injury prevention.  

  • Ability to mentor/coach as a technical specialist and guide service organization managers and leaders.  

  • Simplicity - interpret regulations and company policy and deliver meaningful reasoning and education in support of regulations, along with creating region-specific campaigns that foster ownership of Vestas HSE by everyone.  

  • Collaboration - Ability to work with multiple levels of the organization including front line workforce, managers, directors, and support departments towards creating a No Harm Safety Culture.

  • Working knowledge of cross-functional HSE disciplines  

  • Ability to demonstrate managerial resolve (e.g., managing varied interests representing potential conflicts in a remote setting).  

  • Computer skills necessary include Microsoft Office Suite and basic skills in SAP.  

  • Ability to audit, manage global and local standards, basic knowledge of manufacturing and system function, product knowledge, risk assessment processes, risk management, root cause analysis, continuous improvement, customer satisfaction, be diplomatic, take initiative, demonstrate and develop leadership

Competencies:  

  • People Leader: effectively manage HSE personnel and other individual contributors across multiple sites/geographies.  

  • Build relationships across all CPX organization levels; synthesize complex information and communicate clearly in written and verbal formats.  

  • Operate with urgency, professional judgment, and discretion during serious events and crises.  

  • Travel 20–40% across the region; occasional international travel.  

  • Ability to travel between the U.S. and Canada.
