The APAC Offshore Construction HSE department is responsible for ensuring the safety, health, and environmental protection of personnel, assets, and the environment during offshore construction activities within the APAC region. The APAC Offshore Construction HSE department plays an essential role in safeguarding the workforce, protecting the environment, and ensuring the safe completion of offshore construction projects in the region. Its activities span risk management, compliance, emergency response, and continuous improvement to create a safe and sustainable working environment.

 

Responsibilities

HSE Leadership and Strategy:

  • Develop and implement the HSE strategy for the offshore wind turbine pre-installation, installation and commissioning operations.
  • Conduct HSE risk assessments, hazard identification, and mitigation strategies for all project phases.
  • Ensure alignment with international, local, and company-specific health, safety, and environmental regulations and standards.
  • Provide technical advice to project management on all HSE-related matters.

HSE Compliance and Auditing:

  • Monitor, evaluate, and audit offshore work activities to ensure compliance with HSE policies and regulatory requirements.
  • Review and update risk assessments, safety plans, and emergency response procedures.
  • Conduct safety audits, inspections, and reviews of all site activities, ensuring all corrective actions are taken.

Training and Development:

  • Develop, implement, and deliver HSE training programs for offshore personnel, including contractors and subcontractors.
  • Ensure all team members are adequately trained in offshore safety protocols, emergency procedures, and HSE best practices.
  • Promote a safety culture and ensure continuous improvement in HSE performance.

Incident Management and Reporting:

  • Conduct investigations into accidents, incidents, and near-misses; identify root causes and implement corrective and preventive actions.
  • Prepare and submit HSE reports, incident logs, and compliance documentation in accordance with regulatory requirements and company procedures.

Risk Management:

  • Manage and mitigate health, safety, and environmental risks associated with offshore wind turbine construction, installation, operation, and decommissioning.
  • Ensure that all offshore workers are equipped with appropriate PPE (Personal Protective Equipment) and safety tools.
  • Monitor and report on environmental impacts, ensuring that the project adheres to environmental protection laws.

Stakeholder Communication:

  • Liaise with regulatory authorities, project stakeholders, contractors, and local authorities to ensure HSE compliance and address any concerns.
  • Participate in project meetings and provide input regarding safety and environmental considerations.

Continuous Improvement:

  • Promote a culture of continuous improvement in HSE performance, conducting regular audits, reviews, and assessments to identify areas for improvement.
  • Participate in industry forums and training to stay updated with the latest HSE trends, technology, and regulatory changes in offshore wind energy.
  • Legally required responsibilities for the role when acting as the Safety Manager

 

Qualifications

  • Bachelor's degree in occupational health and safety or related field
  • Experienced in Korean HSE legislation and labor law
  • Minimum of 5-7 years' experience in HSE management, specifically in offshore wind energy, marine, or similar energy-related industries.
  • Hold one of Local Korean HSE Licenses (must)
    • Industrial Safety Instructor (산업안전지도사) according to National Technical Qualifications Act
    • Industrial Safety Engineer  (산업안전산업기사) or higher (산업안전기사) according to National Technical Qualifications Act
    • Construction Safety Industry Engineer (건설안전산업기사) or higher (건설안전기사) according to National Technical Qualifications Act
    • Those who have obtained a bachelor's degree in Industrial Safety from a 4-year bachelor degree or higher according to Higher Education Act
    • Professional engineer construction safety (건설안전기술사), or
    • A person who has performed construction safety work for more than 7 years after holding of qualification of Engineer Construction Safety (건설안전기사) or Engineer Industrial Safety (산업안전기사), or
    • A person who has performed construction safety work for more than 10 years after holding of qualification of industry Engineer Construction Safety (건설안전산업기사) or Industry Engineer Industrial Safety (산업안전산업기사).
  • Demonstrated experience managing HSE in high-risk industries.

  • Extensive knowledge of offshore wind industry HSE regulations, safety standards, and environmental practices.
  • Effective communication and leadership skills with the ability to engage and motivate teams.
  • Solid methodological and problem-solving abilities.
  • Familiarity with HSE software tools and systems for reporting and risk management.
  • Highly organized with the ability to manage multiple priorities amid frequent change.
  • Detail-oriented and safety-conscious with a focused approach to risk management.
  • Ability to work effectively when deadlines are tight, both alone and as part of a team.
