The HSE department is focused on supporting and empowering vestas to build HSE Capacity at every level of the organization. We aim to ensure that every leader and employee has access to the necessary tools, systems and processes to ensure everyone goes home safely every day.
We are seeking a Sub‑Regional HSE Manager to oversee Health, Safety & Environment performance across multiple countries in Eastern Europe, the Middle East & Africa, supporting construction, service operations, and sales activities.
Responsibilities
- Provide visible HSE leadership across all onshore sites in the EE/MEA region, ensuring consistent execution of global standards and critical controls
- Integrate HSE into daily operations (planning, work packs, contractor alignment, handovers)
- Ensure robust safe systems of work for high-risk activities and reinforce the stop-work culture
- Conduct or oversee incident investigations and implement continuous improvement actions
- Engage with regulatory authorities across multiple countries; support inspections and compliance follow‑up
- Support Sales teams during bid/tender phases (risk screening, customer HSE requirements, contract feasibility)
- Manage sub‑regional HSE resource planning and develop HSE team capabilities
Qualifications
- Bachelor's degree in engineering, Environmental/Occupational Health & Safety, or related field
- At least 5 years of progressive HSE experience in construction, renewables, or industrial operations, with multi-country oversight
- Professional HSE certifications (NEBOSH, ICertOSH, ISO 45001/14001 auditor) is valuable
- Solid background in incident investigation (RCA), critical control verification, and contractor management
- Fluent English; additional EE/MEA languages are valuable
- High travel availability across the region, including short‑notice deployments
Competencies
- Deep knowledge of HSE management systems, regulatory compliance, and multi‑site assurance
- Solid leadership and coaching skills with ability to guide teams across different countries and cultures
- Effective communication with internal stakeholders, contractors, customers, and regulators
- Ability to analyze HSE data, identify trends, and provide governance insights
- Experience integrating HSE into bids, contracts, and operational decision‑making

Additional information
This is a hybrid position based in Bucharest, Romania and requires frequent international travel throughout Eastern Europe, the Middle East, and South Africa.
